What the numbers don't show
These are annual figures, not per-session ones. 2023 also had a September sitting, and 2024's May and November sessions aren't broken out separately — FIFA hasn't published per-session pass rates for Sept 2023, May 2024, or Nov 2024.
No pass rate has been published yet for the April 2026 session at the time of writing.
Why the pass rate keeps falling
Two things changed: the bar itself, and the material candidates need to master. FIFA has tightened what counts as a pass, while the official study material has grown denser with each cycle.
The result is a shift from 'read the regulations and show up' to something that increasingly requires structured preparation — practice questions, timed conditions, and a real study plan, not a skim the week before.
